Yes, many of the streets were re-numbered and reclassified (NE, SE etc) during the 1920's & 1930's with the expansion of the city. By 1937 E 27th N was NE 27th Ave.
The Concordia College was dedicated on December 15, 1907. According to the description: the corner of East Twenty-Eighth and Riggen streets, east of Woodlawn. The grounds are reached by going to the end of the Alberta carline and walking through the Irvington Park district, which bounds the grounds on the east and south. Newspaper articles of the time also talked about future expansion of the grounds.
In 1920, East 27th (700-900) was in Precinct 137 District 62. You should be able to find the correct precinct and district by browsing the census.

If you do a google search of "NE 27th Ave Portland Oregon" you will see a map which lists Woodlawn and Concordia which should give you a general idea.
Do you know if she owned the home? If so, have you checked with the Multnomah County assessors office?
