Who carried the birth, death and marriage certificates depends on the year involved. Pre 1959 death certificates can be ordered from the Oregon State Archives, but there is a fee involved.

Birth certificates are restricted by the 100 year rule unless you are a direct descendent....again a fee is involved. You can find many dates at the first site listed below.

Marriage, again depending on the date, could be at the county level or at the archives.

Prior to 1899 Wheeler County was parts of Grant, Gilliam and Crook Counties.

In 1910 there was a Fred Brawley who lived in Gilliam Co. but by 1918 he had moved to Multnomah Co...where you will find him on the 1920 census with his wife.

There are quite a few Lee's in Clarno, Wheeler Co., on the 1900 census; the family of Edward. You will find marriage records for his daughters Daisy, Bessie etc... at the State of Oregon site listed above.
