GENEALOGICAL INFORMATION OREGON

Why is there a fee for everything in Oregon genealogical information? No public records of births, deaths or marriages seem to be available. Almost every other state shares generously of their vital records for genealogists. I can go to Find a Grave and find some cemetery records but everything else has a price and I have to go to Ancestry.com to look at Census Records. No Wheeler Co. Genealogical Society either apparently.
