With the date you have supplied and his middle initial, it appears that he died at the state hospital.
Given that his residence was in Yamhill Co. on the 1900, a safe bet would be the state hospital in Salem.
As to his burial, he could be on the state hospital grounds, private cemetery etc... Have you tried to obtain those records?
Do you know where his wife was buried and her financial status at the time of his death (if she would have been capable of obtaining a marker etc)...?
