First, let me correct something. You said:

I looked at his information. What you are discussing is his draft "Registration" card. Based on his birth in 1891, he was required to 'register' for the draft. This did not mean that he was ever drafted. He could have enlisted. He could have been drafted, or he could have been exempted.
But, the main, important part is this person was born on 8 Januar 1891.

The 1930 Census does show a Floyd Palmer that was born in Wisconsin, working in a grocery. The age of this person is 36. The Frank Floyd Palmer would have been 39 at the time of census, but this is probably just a mistake by either the person giving the information, or maybe the census enumerator.

I looked at the Death Index, the Floyd that died in 1970 was born on 8 January 1891. So, the date of birth matches. But, he would have been 79 when he died in December 1970. He would have been 80 the next month.
