Hi Frances,
I didn't find anything on him in the Census records nor in the Oregon Historical Archives.
You can check with the Gilliam County Historical Society, www.rootsweb.com/~orgillia/HistoricalSociety.htm to see if they have any local Censuses or a copy of his obituary if there was one.
The Gilliam County Court House might have his death record on file, however, one wasn't required by the State in 1899. Successful Searching!
