Hi Kathy: It is quite a puzzle you have here, and I don't know if this will help, but it may lead somewhere. It looks like Arthurs last name is Evert-I found him on the 1930 Census living in Crook County with wife Estella. So it doesn't look like Effie married him. But, on the 1910 census Baker County, Sumpter, South Sumpter Precinct there is a Thomas Palmer listed-age 41 married for 2 years to an Effie A. age 42, married twice, born Michigan/Canada/NY The death index shows that Ettie A Palmer dies April 3, 1955 spouse Thomas in Multnomah county. While there are several Thomas'a listed for Multnomah county-there is one that died on Aug 17, 1940 and his spouses name was Etta. In 1910 they ran the boarding house in Sumpter-which was a booming mining community. After the late 1920's it was abandoned and was basically a ghost town for several decades. This could be why they moved to Multnomah County, as several people did to find employment in the depression era. Don't know if this helps-but let me know if there's anything else I can help with.
