John O'Neill Monument, Havre De Grace, MD

I have a booklet "Driving Tours in Maryland, 1975" which states:

"Havre De Grace - One of the oldest communities in Harford County; City Park (where the monument is located) at the end of Union Avenue on Commerce Street, is where, on the morning of May 3, 1813, British Forces under Admiral Cockburn landed, sacked and burned the town. The principal defenses were two small batteries on Concord Point. One was called 'The Potato Battery,' and was manned by John O'Neill."

I am not researching the family, and have no further information.
