Where do you find families listed in Sequoyah Co, IT in 1900?

I am looking for a great grandmother who signed an affadavit saying she lived in Vian in 1899. I cannot seem to find an online list of of those who lived within the Cherokee Nation in 1900. Does anyone have any ideas on where I should look? Specifically, she lived within Twp 21 North, Range 22 East, somewhere near Vian, IT. Her name is Sarah Elizabeth Burnes b. AR 1848, is Widowed, and I suspect she has one of her youngest three children living with her - John W. Burnes, Thomas M. Burnes, and/or Alexander T. Burnes. Would appreciate any ideas on where to search to locate these records.
