There was for many years a facility refered to as "girl's town" in Tecumseh. Today the facility is a juvenile detention center for some of the harder teenagers in the state.
My Grandmother, who grew up in Shawnee in the 1920s and 30's, and moved to Tecumseh in the 1950's, talks about it having been once more of a place for wayward girls. My great-grandmother use to take in pregnant girls from the facility and their children were placed for adoption.
I don't know if this is the facility you are thinking about. I think there was also an orphanage near Shawnee at Scared Heart Catholic Church.
