Born in Tulsa on the 30th anniversary of Oklahoma's statehood, Bill was the first of five children born to Judge J.R. and Portia Settle. His mother's great-great-Grandfather, John Porter, first came to the territory in the 1820s. John's grandson, Pleasant Porter, was born on a farm near Clarksville, and served as Chief of the Creek Nation from 1899 until his death in 1907. Bill earned his bachelors degree in education at Northeastern State University in Tahlequah, and then taught history and social studies for four years in several different public schools. After earning his law degree from the University of Tulsa College of Law, Bill entered the practice of law with his father in Muskogee. In 1967, Settle was appointed an assistant federal prosecutor, and was promoted to U.S. Attorney in January 1969. Returning to private law practice in Muskogee in 1970, Bill helped create the criminal justice program at his alma mater, Northeastern State University. For 20 years, Bill served as an adjunct professor, teaching criminal justice and paralegal courses. Bill became chairman of the Muskogee County Democratic Party in 1970, a post he held until 1975. Appointed in 1981 to fill a vacancy on the Muskogee City Council, Settle was twice re-elected by his constituents, where he served until 1990. He was elected in 1990 to the Oklahoma House for District 13, representing the western part of Muskogee, and Taft, Wainwright, Oktaha, Summit, Martin, McClain, Keefeton and Warner. One of the first freshmen to be appointed vice chairman of a committee, Bill also has chaired three major committees, including Judiciary and Criminal Justice. Bill currently serves as chairman of the Appropriations and Budget Committee, which is responsible for producing a balanced budget each year. He was a leader in requiring insurance companies to cover mammograms, mastectomies and extended hospital stays for childbirth and authored a $ 160 million expansion for the Fort James plant, creating over 120 new jobs. picture of Settle family For his support of education, Bill was honored last year with the Friend of Higher Education Award from the Higher Education Alumni Council of Oklahoma. Married to the former Kathleen Ward, Bill and his wife have three accomplished children : Lisa, a lawyer ; Shelley, a public school teacher, and Bill, a board-certified physician specializing in obstetrics and gynecology.
