IS/WAS THERE A TARTAN OKLAHOMA?????

In researching my Scotish ancestors I have rec'd some info referring to 'Tartan Oklahoma'. The meaning is not quite clear as to whether it is a place or an organiztion. Can anyone please help me with this? Thank you, Aldean
