What is now Blaine Co., OK was opened to settlement by a land run on 19 Apr 1892. It was part of the former Cheyenne and Arapahoe lands.

You didn't mention who your ancestor was, but there is a Winn Cemetery located about 14 miles south of Okeene in Blane Co.
