Andrew LESH of Baden declaration of intent Stark County, Ohio

I need more information on Andrew LESH. I believe he could be Andrew LASH of Baden, born abt. 1769 and married Mary Ann Weimann in Alsace. Their children are Mary, Andrew & Elizabeth (possibly Barbara and Agatha) The information I have states that Andrew came to America about 1827 and stayed in Canton, Ohio till he purchased land in Carroll County, Ohio. I found him on the 1850 census in Rose Township, Carroll County beside (his son) Andrew and Margaret LASH with their children:Gregory, Elizabeth, George , John and Mary.

Is this Andrew LASH (Sr.) or (Jr.) declaring intent to be come U.S. citizen. Was it normal to wait so long (17 years) after arriving in America to renounce their allegiance to their home land?
