In "Pioneer Record & Reminiscenes of the Early Settlers and Settlement of Ross County, Ohio by Isaac J. Finley and Rufus Putman" piblished in 1871 I found the following :
Felix wells emigrated from Kentucky in 1799 , with his fathers family , to Virginia , thence to Scioto Valley in 1800. When of proper age , Felix was elected Justice of Peace, which office he held fifteen years. He is now seventy-three years old ; his father`s name was Francis Wells. "
Hope this helps.
