Francis's father was Alexander, who did not come to Ross County, but remained in Virginia. Francis had a known brother John and a known sister Polly in Ross County also. Assume that the other Tulley's there are all related. Suspect that Joshua is Francis' brother or first cousin. Also suspect that Anna Tulley is his sister or first cousin. Joshua was the only Tulley listed in a synopsis of the 1820 census, although I haven't looked through it page by page myself.
