Samuel Winters 1792 Deerfield OH

I have an ancestor Samuel Winters who is said to have been born in Germany in 1772 and come to America in 1792 and settled in Deefield, OH in what was then Preble Co., now Portage County. This is perplexing to me because Portage Co. is so far from Preble County today. Samuel Parkes is believed to have married Charity Runyon, dau. of John and Mary Runyon. Samuel Parks died in 1846 in Preble County and was said to have built the first mill in the county. Can anybody out there familiar with Preble County explain this and shed any light on the Parkes family in Preble County?
