Don't know about Ohio, but in Illinois this type of records were placed in the State Archives. You might try that in Ohio. In IL. it took a Court Order from a Judge in the County where the archives are housed to obtain the records.
I did that, and have the records.
Hope this helps. You might also try a genealogical society in the County referenced. Sometimes records are given to them for safekeeping/reference, etc.
