Noble County - Cemetery Information

The Caldwell Public Library has a book that list all cemeteries in Noble County, Ohio, but seems to record only information shown on headstones. If a person were looking for someone in an unmarked grave site, how could you go about finding that information ? I am under the impression someone in the county should have that type of information. If you have a contact, of a person, or county agency I could contact I would appreciate hearing from you.
