Noble County wasn't formed until 1851 so for marriage records you need to look in the parent counties: Guernsey, Monroe, Morgan and Washington and then depending upon the date the parent counties of those counties.

As far as birth records--birth information was not recorded at that early date on a civil level. You need to either find church records, wills, or death records or other sources.
