I typed your names into the German online phone directory and this is what I came up with, for different spellings:

Bower=45, Bauer=74,922

Warner=563, Worner=41, Woerner=4,557

So yes, Bower and Warner could be names of German origin, but if they were, the spelling has been Americanized.
