The 1930 census in Eldora City, Hardin, IA shows a Chester RATLIFF as an inmate at the Iowa Training School for Boys. He was 17, born in KY as were both parents and he was a shoemaker.

Also, a Chester C. RATLIFF is supposedly buried in Rose Hill Cemetery in IA. This info is from Ancestry.com but their database shows a death date earlier than his birthdate! You may be able to access further information from http://www.rootsweb.com/~iapage/cem/indx/R-CEMIDX.HTM on Chester.
