The ONLY Fortner (or variation of the name), living in Tazewell Co., VA for the 1850 census, is the following one.

If your Frances M. is still in that county in 1850, then he has to be the Montgomery listed below. The age is within 2 years of the age you stated, and that is very acceptable age discrepency.
