Kathleen, the number of cemeteries in a city of 400,000 make it impractical to search them all. If you know the date of death, contact the Toledo Department of Health (635 N Erie St. 419-245-1700) for a copy of the death certificate. It will list the place of burial. If you don't know the date of death, check with the Toledo Public Library Local History Room at the main Library on Michigan Street. They can search the obituary index from the Toledo Blade and determine a date of death. The obituary may also list a place of burial. Both organizations will charge a nominal fee for their services.
