Perry Rural school 1922

I have a copy of a 1922 diploma for my fathers sister. It states, "Licking County Public Schools The High School of Perry Rural". In the body it also states, "a high school of third grade" My question is was this a 12 year education as we know it today or did the children have to go somewhere else to finish the 12th grade??? Any information you could provide about this school would be greatly appreciated. I am trying to figure out why my father graduated from Johnstown high school, in 1920, some distance away?? Thank you in advance.
