My grandmother, Mary Louise NEWCOMER, was born in Willard on either 17 March 1906 or 17 March 1907. In either case, those dates are too early to go to the state for her birth certificate. So I think that means you look locally for them. Do I start in Willard or will those records be at the county seat ... wherever that is. If the records are kept locally, is it better to visit in person to get a copy or can you make a request by mail or phone?
Mary's parents, Harry NEWCOMER and Charlotte CARNES, were married in 1902 in York County, PA and are back in Lancaster County, PA in the 1910 census. I don't know what took them to this part of Ohio but I do have Willard listed on several different sources for Mary.
I appreciate any help you can offer me in my quest for a copy of her birth certificate.
