Sorry, I don't have any information on that Catherine. I have researched mostly the Daniel Shawver line, but did find other families that I think are probably brothers of Daniel, namely Christopher, John, and Jacob in Carroll County at that time. I think that all of them may have come to OH by way of Loudoun County, VA and before that, Northumberland County, PA. I think that the early Shawver families came about 1804-1810 to Carroll County, so she was probably born elsewhere.
I do have some different ancestors (not Shawvers) in Tuscarawas County, though. My ancestors were members of the Moravian church near Gnadenhutten. Were your Shawvers in Tuscarawas by any chance members of that church? If they were Lutherans, they were most likely descended from one of Daniel's brothers. If they were Moravian church members, they may have come from the area near Bethlehem. I've seen the Bethlehem burial records, and it seems to me that there was a family with a name similar to Shawvers, but then, there were a lot of German surnames with similar spelling. If your ancestors were from the Moravian church, I can give you a couple of sources to look in.
Have you tried any of the "History of Tuscarawas" books? Some of them have info on the early settlers in each township, particularly the one by Beers written in 1884.
Carol
