Extremely nice volunteer posted this at another forum regarding the William Starr I am asking about:

"This is a sticky wicket. Depending on how long he used his alias, his ch may have a different name. He apparently began using his real name again if he's listed as STARR in 1840.

I have his RW pension file....LOCKE, William alias STARR.
Applied for pension 1832 Ross Twp, Jefferson Co OH
Real name, William STARR b 3-1-1744 England; was pressed into service in London in the beginning of the RW; arrived Long Island and deserted. He enlisted American services abt 1779 in Frederick Co VA as William LOCKE.

Sounds pretty much like he was on his own in the US.
There is also a 90-100y female with Wm 1840 Jefferson Co
Not much help."
