Territorial records prior to Franklin County ( 1800-1810)

My ancestor Darrow Blodget says he was born in WHAT IS NOW Franklin Co. OHIO ~ in 1808. Does anyone know of a territorial listing of inhabitants? I do find a Nancy as Head of Household in 1830 Census - Franklin Co.

Any help in these early records would be appreciated.
IS this area part of the Rev. War Bounty Lands ?
