My gg-granduncle, Joseph HARPER, died April 12, 1929. According to his death certificate, he died at the "State Soldiers Home" in Perkins, Erie County, Ohio. His body was taken to Catawba, Clark Co., OH for burial.

I'm wondering if Joseph served during the Spanish/American war. He was born in 1860 so it seems likely he may have.

Is the "Home" still there? Because of the medical laws would I be able to obtain any of his records? Any ideas?
