Elder Aaron C. Grover

Did clergymen in the 1800s need to register with the county in order to perform marriages? If so, I would appreciate a look-up of the license of my ggggrandfather, Aaron C. Grover. He resided in Delaware County for many years (he is listed in the 1840, 1850, and 1860 censuses). I know he performed the marriage ceremony of his daughter Mary B. Grover and David Hills on Dec 24, 1848. Any help would be greatly appreciated.

Thanks in advance -- Vicki Ashton
