Hi Camille - I'll look and see where I got Berlin from.
Frederick and Lena are not in the Cuyahoga County Historical Marriage License file. I see that they had 5 children, 4 of whom were living in 1900. The missing child may be Lillie. Do you have any other information on her? Is she buried next to or close to Frederick? Is John buried close to Frederick?

I do have a death certificate for John Foels, b 5/11/1828 in Germany and d 3/2/1913 in Cleveland. He is buried in Woodland Cemetery and the informant is Alvin Reinke. (I can pdf it to you if you like.) Do you recognize the name? The 1900 census has John Foels, a widower, living with his son-in-law Alvin Reinke and Alvin's wife Sophia (John's daughter) and their children. They lived at 80 Hodge Road and according to the census, John immigrated in 1866. I've looked in the 1880 and 1870 census and can't find the Foels. The name may be horribly misspelled or perhaps there were just missed....
In 1900 in Cleveland (on Hoadley Street) there is ANOTHER John Foels, a widower, born 5/1827 in Germany, who immigrated in 1866. This John is lving with his son in law, Louis Stark, Louis's wife Carolina (John's daughter) and their children. That's a pretty big coincidence - maybe John was counted twice??
Have you been in touch with Michelle Day with the Woodland Cemetery Foundation? She's very helpful.
I visited Woodland Cemetery last summer when I was in Cleveland (For the Howard side.) It is an awesome, truly magnificent cemetery.
Hope you can get something out of this...
