Help with Divorce Notation

I have a marriage certificate issued in Cleveland for my grandmotherís second marriage in 1923 (first marriage my grandfather). On the certificate it asks if married before and it states "Once". Next line is: "Div. Apr. 9-23 Ins Ct." The Cleveland (Cuyahoga County) records department says it translates to: "Divorced April 9, 1923", but they cannot figure out what "Ins Ct." means. Has any one run across this notation before? All help would be appreciated.
