No consent necessary because the license says that Mary Anne was of lawful age -- i.e., at least 18 years old. 1840 & 1850 census show that Mary was born about 1798, so the age fits.
I understand that in 1819 marriages were required to be licensed in the county of the bride's residence. Thus, Mary was living in Warren Co, Oh in 1819. If we can find which township Blackford was serving, we'll likely know what township Mary was living in.
