Yes, the 1851 census was a special one. The Thomas Smith you mention - is there a spouse listed - I have a Thomas Smith who married one of my 3great grandfathers daughter. Grandpas will lists him as an executor, however it is indicated by an earlier genealogy that the daughter may be dead. All this in Carroll Co where the grandfather died in 1839.
