As this is relatively recent history there should be some records available to help you; have you written to Belmont County for death certificates for those who died there? These often contain the person's place of birth and parent's names..also, have you checked the local newspapers where these folks died? Obituaries are wonderful sources of genealogical.. The Library in St. Clairsville has many newspapers on film, and there are also film copies at the Ohio HIstoric Center, in Columbus, and these are available to you through inter-library loan. Visit their on-line site, see what newspaper films correspond to the death dates you're interested in, and take the information to your local library.
