WPA Cemetery Plat book & St Clairsville Union Cemetery

The book "Your guide to the cemeteries of Belmont County, Ohio" keeps refering to the WPA plat Book for Union cemetery in St Clairsville. My third great grandparents are buried there per an obit. They are not in Powell's enumerations - Someone said here was a caretaker house at the cemetery but that all the records had burned in the 1930's and I would have to walk the cemetery. Would someone local let me know where the WPA plat book is and what records might exist for this cemetery.
