According to the Ohio Historical Society online site, "After 1917, Naturalization Records became federal-level records and are held at the regional Federal District Courts of Ohio."
The OHS has a lot of really great info, so when looking for anything of this ilk it's always a good idea to check there first - they frequently have the answers.
