The Union Cemetery in St. Clairsville is in Belmont
Co....however, Steubeville is in Jefferson Co, Uhrichsville is in Tuscarawas County, so those couldn't be the one you seek. So, either the Morristown or St Clairsville would be the only ones in Belmont Co. I know nothing about Morristown, but Union, in St Clairsville, is a very large cemetery, still being used....they have a caretaker, or at least they did a few years ago, who has a file (not everyone is included in their files, as I discovered, but you might get lucky.)
