Your Arthur Fuller shows up in the 1880 census of Ashtabula County in the household of Edward and Harriet Fuller.Family History Library Film #1254992, National Archive Film #T9-0992, page 569C.
Arthur was 17 in the summer of 1880, indicated a birth date of late 1862 to mid-1863.Edward was 39, born in OH, indicating a birth year of 1839.This is a direct match with Edward Fuller, son of Peter Fuller.Edward is found in the 1850 census on page 264, dwelling #29, family #31, age 9, a son of Peter Fuller and his wife, who was a Giddings.So your Arthur Fuller was a grandson of Peter Fuller, who was a documented Mayflower pilgrim descendant.
Give me a little time, and I'll provide further details on Peter's ancestry.

Last Will and Testament of Edward P. Fuller.
In the very hard to read will , he leaves his home of eighty six acres to his son Arthur E. Fuller to be held by his wife until his twenty-first birthday if there is no debt that is, if there is debt his wife is instructed to sell the farm and give the leftover money to Arthur on his twenty-first birthday. The will was written on August 23, 1877. His wife is mentioned as being Harriet M. Fuller. It is obvious from this that Arthur is their only living child.

Hmm intersting..It supports the feeling I have that Edward is Peter Fuller and Clara Gibbons son. Not only that Edwards middle initial is given as P. I will bet money it is for Peter.

Your Arthur Fuller, born about 1863, was the son of Edward Fuller.I don't have the name of Edward's wife.
Edward Fuller, born about 1839, was the son of Peter Fuller and Clara Gibbons.Peter and Clara were married in Ashtabula County in 1818, and are buried in the old cemetery in Plymouth Township (I can't remember the name of it, but I've been there and taken photos).Peter's grave does not have a headstone, but is known to be in that cemetery.
Peter Fuller (1795 - 1878) was the son of Cornelius Fuller (1770 - 1839) and Zilpha Knapp.They lived in Windham Twp., Green County, New York, and were also the parents of Elijah Knapp Fuller, b. 1811, one of the founders of the Mormon Church. Elijah had 6 wives and has a zillion descendants (as you might expect).
Cornelius Fuller was the son of John Fuller (1746 - 1836) and Dorcas Fuller (1751 - 1836). John was born in Hebron, Tolland Co., Connecticut.
John Fuller was the son of Cornelius Fuller (1710 - abt. 1760) and Patience Chappell. Cornelius was born in Barnstable, Massachusetts.
Cornelius Fuller was the son of Matthew Fuller (abt. 1664 - bef. 1744) and Patience Young (1672 - 1746).
Matthew Fuller was the son of Samuel Fuller (1624 - 1683) and Anne Fuller (abt 1640 - 1691).
Samuel Fuller was the son of Samuel Fuller (1609 - 1683), a passenger on the Mayflower, and Jane Lathrop.This Samuel Fuller was born in Leiden, Netherlands, son of Edward Fuller, one of the Pilgrims.

Got a document sent to me from Ashtabula COunty District library that shows the date of E A Fuller and his wife Julia Billett.
Arthur Fuller of Plymouth, this county (Ashtabula) recived a messaage last Sunday announcing the death of his mother, Mrs. Harriet Munsell at Emery, Dakota. The deceased was the wife of Elijah Munsell, and formerly resided in Plymouth. Her death was the result of a runaway accident. November 8th 1889. Ashtabula Telegram.
Found Arthur Obit where his son and his father are both mentioned. Awesome find.
Monday, Dec. 1929..not sure on the exact date the one I give is a guess from the other dates in the document.
Horse kick fatal to Plymouth Farmer:
Arthur E. Fuller, 61, Middle-rd, plymouth, died Sunday at 4:30 Pm shortly after being kicked by a horse at the home of a neighbor. Mr. Fuller had been on call to a neighbor's and has gone to the barn to harness the horse. When he entered the stable the horse kicked at him, striking him full in the chest. Medical aid was called. He succumbed soon after the accident. Mr. Fuller was a pioneer resident of Ashtabula County. He was the son of Ed Fuller of Plymouthand had spent his entire life in farming. Mr. Fuller was born March 10, 1863 in Plymouth. His wife preceded him in death. Those of the immediate family left are Mrs. F.E.Battles of Plymouth, Mrs. May Moore, Austinburg rd., Edward P. Fuller Ashtabula, and Mrs. Carey Jones of Ashtabula. Funeral Services will be held Wednesday, at 2 pm. in the house of Mr. Fullers son-in-law, Frank Battles of MIddle Rd., Rev.H. D. Borely of the First Prysbyterian church will officiate. Interment will be made in Plymouth, Maple Grove Cemetary.
Arthurs injury and death from the horses stike is mentioned inn the Historical Scetches of Plymouth County Township organized : July 4, 1838 of which he is mentioned as being a Pioneer of.

"My neighbor, Mr. Arthur Fuller , here in PlymouthRidge in 1924 was kicked in the stomach by a horse abd died within an hour. This happened in the winter at the Boudeman farm, now owned by Kathleen Brockway. Sleepy Hollow was part of the Boudeman farm. The barn at the top of the hill which was torn down by Lowell Brockway was where it happened."

Conneaut--Carrie J. Jones94, formerly of 1931 E. Prospect died Friday in Inn-Conneaut Health Center. She had been a patient there for the past 5 years.
A resident of Ashtabula all her life, she was born May 20, 1891 in Plymouth Township, the daughter of Arthur and Julia Billett Fuller.
She was a member of East Side Presbyterian Church, a 67-year member of OK Rebekah Lodge No. 329 and a charter member of 55 plus club of Ashtabula YMCA-YWCA.
Survivors include a daughter Mrs. Carey (Doris) Campbell of Ashtabula, 10 grandchildren, 23 great-grandchildren and 9 great-great grandchildren.She was preceded in death by her husband Jesse, two sisters, a brother and a granddaughter Shirley Terry.
Services will be 1 PM. Monday at Zabeck Funeral Home. The Rev. Larry McMellen, pastor of East Side Presbyterian Church will officiate. Interment will be in Eastlake Cemetary , North Kingsville. OH. Next to her Husband. Calling Hours will be held 7 to 9 PM. Sunday.
