Yes, the land that is has been called Ashtabula County since 1808. I realize that it was in Geauga and Trumbull Counties before that and also that some Europeans may have been living there long before the territory was opened up to legal immigration from the United States. I have seen some birth dates in the LDS IGI that say <of Ashtabula County> and I think those persons must have been born elsewhere.
