Who is the father of William Offutt 1674-1734

I am having an awful time trying to find the parentage of William Offutt b. 1674 Prince Georges, Maryland and d. 1734 Prince Georges, Maryland m. Mary Brock. I have seen it as James or Thomas. Is he Scottish or English? Any help would be greatly appreciated.
