no, the "von" is no common addition to a surname. In the past a person was given a "von" by the king or emperor when he had done something outstanding so that he belonged to some sort of lower nobility. So there are family names such as von Schmidt, von Müller, von Schulz, etc. in Germany.

Do you have Samuel von Oertel's marriage and/or death certificate? If so there may be some information on his age, birthplace and parents. Is Samuel's confession known to you? This is a very important information to find out more in church books.
Please send all the information you have, and I will do my very best to find Samuel and his relatives in Germany.
