I looked up Jerome in the 1901 Census, it looks to me like he was born in Corran, Co Cork. There are several Corran to be found in the Ireatlas Townland Database at

Townland, Civil Parish, Poor Law Union
Corran, Dunderrow, Cork
Corran Beg, Kilmoe, Skull
Corran Middle, Kilmacabea, Skibbereen
Corran More, Kilmoe, Skull
Corran North, Kilmacabea, Skibbereen
Corran South, Kilmacabea, Skibbereen

Therein you will find:
Francis Joseph O'Driscoll, Cork, Births, Jul - Sep 1899, vol 5, page 118

You can order his birth certificate at

Ordering a photocopy is cheaper and contains same info as official cert. The birth record will list his mother's name and you can then search the Civil Registration Indexes for marriages of Jer O'Driscoll. Cross check the entries found against a separate search of marriages for his mother's name. When you find a marriage for Maria that occurs same date and district as Jerome, then order a photocopy of that cert and this should name Jerome's father.
