Hi Joan,
Unfortunately, I have no idea which parish William Edward Oates was born in. His death notice gives his place of birth simply as "Isle of Man". Ditto for the death notice of his wife, Ann Collister. From William Oates' marriage certificate I know that his father, John Oates, was a farmer. That doesn't narrow down the possibilities much!
