I'm a bit confused by your data and wonder if you have some of the names reversed.Novascotiagenealogy.com (the official NS Archives database website) is consistent with your marriage data, showing Annie Sarah Journeay and William Walter Payson married 23 Feb 1870 in Digby.He was a merchant and both were born in Weymouth.
However, the parents of Wm Walter are shown as William and Phoebe A. Payson (her's are James and Lucinda.) Furthermore, his death certificate (29 April 1923) has his parents are William Payson (born Weymouth) and Phebe Ann Oakes (born Joggins, Digby Co.) The informant was their daughter Annie P Willson of Bellone Falls, VT (not positive of that place name.)
Walter William Payson b. 30 Spt 1875 d. 24 Oct 1951 as you said, and was the widower of Mabel Harris.Informant was som Wilbut of Boston Mass.
Moving backwards again, I have from other sources (undocumented, unfortunately) an Anne Oakes, daughter of Henry Edward and Mary (Fitzrandolph) Oakes, married to a William Payson.Henry E Oakes was the son of Jesse and Anna (Fleet) Oakes (her only child - he remarried and had eight more.)I cannot be certain this is the same Anne as your Phoebe Anne but thought I'd offer it.I have additional info on Jesse's line if you are interested.
