Phelps STREET goes North-South through the center of Lyons and is not on the border. The Spencer Miller in Arcadia was on or near Phelps ROAD.
Whoever took the census in Arcadia didn't make the street names very clear, the horizontal line in the street column just before the household that Spencer was in usually donotes a new street but it isn't named there and the column on the next page is blank. It's also not on the page after that when the street name changes again. No house numbers are given on Spencer's street, perhaps there weren't any. It's possible that the street didn't have a name.
I couldn't find a Phelps Rd. in Arcadia on current maps.
