Cindi, Perhaps you have seen this by now but Perla's WWI Draft Registration Record shows his birth date as December 9, 1882. Birth certificates were not mandated by law in 1882 but there may have been one issued or in later years he may have received what was known as a delayed birth certificate. Also, have you checked local parishes or synagogues for baptismal or other records? In 1918 he was working as a clerk for the U.S. Post Office in Syracuse. (he was living at 2729 South Salina Street, Syracuse; year 1918). Have you checked with the U.S. Post Office to see if they retained any employee records in their archives? Perhaps the names of his parents would be on those records. Does the cemetery where Ella Elizabeth Pittsley Willey is buried retain any funeral cards, burial records, registrations, et al ? Have you searched for their Marriage Record/Certificate and Marriage Application? The Application should have his parents' names. Also, perhaps if you found Pittsley family files (or Shaw) his information may show up as to his ancestry. Good luck, Kathleen PS Burial Permits and also records as to who purchased the burial plots may have Willey information. These permits were on file with the Town Clerk's office.
