Have you tried contacting the Sullivan County Historian or the Archives if they have one?

Many County Poorhouses had cemeteries located on the grounds.

Perhaps your grandfather may have been buried in a cemetery on the grounds of the Poorhouse in Sullivan County.

New York State Library has Sullivan County Inmate Certificates available on micorfilm via ILL
Film Series A1978
Box No. 262
Microfilm Roll Nos. 205 & 206

Visit the Poorhouse Story Website

Hope something helps!
