I took a quick look and couldn't find any Harrington's in 1840 in R. Spa. However, a couple of researchers stated that Morris was born in Herkimer County. I did find:
1840
Daniel Harrington, Henry Harrington, Jeremiah, and an Ira Harrington in Schuyler, Herkimer Co.
David Harrington in German Flats, Herkimer Co. a Heber Harrington in Winfied, Herkimer Co., John Harrington in Stark, Herk. Co., and Michael Harrington in Little Falls, Herk. Co.
In 1850 - Schuyler, Herkimer County
The family of Henry Harrington, then 44, his wife, Elizabeth, 44 and their children:
Morris Harrington 19
George Harrington 16
and Elcina Harrington, 7 were still residing in Schuyler, Herkimer Co. ( Morris was certainly old enough to have fathered a child in 1848...possiblilty)

Smith T. Congdon, his wife, and Morris were living in Springfield, NY Otsego County along with Catherine Walter in 1850

If you haven't done so already, check with the Herkimer County Office to see if there was a birth certificate for Morris in Feb. of 1848. Contact the Herkimer County Historical Society, they might be able to help you. It is worth a try, to rule out his county of birth (unless you are 100% sure)

If you haven't checked his death certificate, you might do that as well. (Oneida Cunty)

Another thought-
go to the Walter Family Forum and check message 192- Eleanor Walter --Gary B. is part of her line, he might have some information
